Funding Change
The Pas Tri-Community Foundation manages a range of endowment funds that address the diverse needs of our communities. Each contribution—no matter the size—helps grow permanent, income-generating funds that support local projects and organizations across The Pas, Opaskwayak Cree Nation, and the Rural Municipality of Kelsey.
Gifts made to the Foundation are pooled and permanently invested. The earnings from these investments are distributed annually through grants that benefit the region, while the principal remains untouched to ensure long-term community sustainability.
Our funds are designed to give donors flexibility in how they wish to make an impact. We currently manage two established funds.

Types of Funds
- Donor Advised Fund: Similar to a private foundation, a Donor Advised Fund enables individuals and families to establish a charitable endowment fund, receive a donation tax receipt and the donor can make recommendations for distribution, generally on an annual basis. Grants can be made to any registered charity or any our Focus Areas.
- Field of Interest Fund: Can be created by donors who have a specific area of interest or cause they wish to support. The Board of Directors select appropriate organizations and projects each year to fulfill the donors wishes. Requires a separate Grant Application.
- Memorial Fund: Memorial Gifts are a thoughtful way of honouring the memory of a family member, friend, or colleague who has passed away. Very often, families of the deceased prefer gifts to a charity be made in lieu of flowers. Memorial Gifts made to The Pas Tri-Community Foundation Inc. qualify as a charitable donation. Donors will receive a tax receipt and the family of the deceased will receive a card acknowledging your gift. A memorial gift to The Pas Tri-Community Foundation remembers your loved one each year in our printed Annual Report and on our website.
- Agency Fund: A type of designated fund where the original donor is a charitable organization that has set up and endowment fund to ensure its financial stability in the long term. Agency Funds are established through formal agreements between the community foundation and local charitable organizations who are interested in building endowment funds as part of their financial strategy. In most cases, the purpose of the fund will be to generate and distribute earnings to the Organization to be used at their discretion to meet their charitable mandate.
- Designated (Restricted) Fund: The donor specifies one or more charitable organizations to be the perpetual beneficiaries of the annual income (no receipts necessary – CF just releases the funds to the charity each year). Your fund will provide perpetual support for your favourite organization(s). Designated Funds enable a donor to select one or more grants from their fund and provide a consistent source of support on which a charity can rely on.

Annual Giving Challenge
Each November, The Pas Tri-Community Foundation takes part in the Endow Manitoba Giving Challenge — an exciting opportunity to grow our community’s permanent endowment fund. During this week-long event, every $5 gift to our unrestricted fund is stretched by an additional $2 thanks to support from The Winnipeg Foundation and the Manitoba government. That means your generosity goes even further — up to an additional $4,000 in matching funds for our community each year!
Your gift during the Giving Challenge helps ensure that we can continue supporting vital projects and organizations across The Pas, Opaskwayak Cree Nation, and the RM of Kelsey for generations to come.

Recognizing Our Generous Donors
The Pas Tri-Community Foundation gratefully acknowledges all gifts — large and small — that help build a stronger, more vibrant community.
Donor names are recorded in our permanent records and published in the Annual Report.
Gifts may also be acknowledged in local newspapers the year they are received.
Donors who create Named Funds are recognized in perpetuity, with annual listings of their funds and contributions.
Anonymous donations are fully respected.
Public recognition helps inspire others to give and benefits the Foundation’s mission to serve the entire Tri-Community area.
